Ramon Flores, Chairman
Ramon Flores is President of Flores Holdings, LLC, a real estate
investment and consulting company in San Antonio, Texas. Flores
Holdings, LLC, in partnership with private investors, acquires and
redevelops commercial properties within the inner-city. Mr. Flores
also provides consulting services to municipalities, nonprofit
organizations, and small businesses. Mr. Flores currently serves on
a contractual basis as Interim Executive Director of the Westside
Development Corporation (WDC).
Prior to starting his own company, Mr. Flores worked for Fannie Mae
for 9 years, in both Dallas and San Antonio. He held various
positions within the organization, including underwriter and senior
business manager for the American Communities Fund, managing
affordable housing business in various markets throughout Texas and
congressional relations and public affairs.
Mr. Flores serves as a member of the Advisory Board for Laredo
National Bank and is a appointee to the City of San Antonio’s Board
of Adjustment and Housing Trust Fund Board of Directors. Mr. Flores is also a Recruiter and Member of the
Harvard Club of San Antonio.
Mr. Flores received his BA from Harvard
College and MBA from SMU.
J. Mark Outlaw, Vice Chair
J. Mark Outlaw is a senior commercial loan officer and
senior vice president of PlainsCapital Bank San Antonio. With more
than 20 years of experience in the financial services industry,
Outlaw's expertise includes commercial banking products and services
as well as managing credit portfolios. He serves on the board of the
March of Dimes San Antonio Chapter. He previously served as
treasurer of the Community Development Loan Fund and as president of
the San Antonio chapter of the Risk Management Association. He is a
member of Trinity Baptist Church and the San Antonio Downtown Rotary
Club. Mr. Outlaw earned a B.S. in agricultural economics from Texas
A&M University.
Teresa Y. Britts, Treasurer
Ms. Britts has served as Treasurer on the board of the
CDLF since 2002. She is the Managing Partner of Britts, Lackie &
Associates, LLP. Theresa offers 25 years of intensive experience in
supervision, training, and sophisticated performance within the
certified public accounting field. Ms. Britt’s educational
background includes a Bachelor’s Degree from McMurray College, with
a double major in Accounting and Business Management. Theresa is
currently a member of the Business Network International, American
Institute of Public Accountants, The Texas State CPA Society and the
San Antonio CPA Society.
Ramiro Morales, Secretary
Mr. Morales serves as Secretary on the board of the CDLF. From 1989
to 1994, he worked for Lomas Financial/First USA Bank, holding the
positions of Customer Service Representative, Audit Verification
Representative, and Management Information Systems Assistant. In
1990, Mr. Morales began his career with Guaranty Bank as a Financial
Service Representative. With much success, he has accepted several
promotions including Personal Banker, Banking Center Manager, Area
Sales Manager, Investment Sales Manager, and current position Region
Manager. Mr. Morales remains active in the community, volunteering
in a multitude of community programs and events. He is currently an
active member of the Greater SA, North Side and Hispanic Chambers.
